There has been a common misconception that the implementation of the access to information legislation is limited to those involved in IT or those involved in Records Management or Libraries.
Those leading the way in the implementation of this complex and challenging legislation always understood this was not the case, and that successful compliance would involve culture change which would affect everything we do and the way in which we do it.
Lee Hughes CBE, a senior civil servant who led the work on the FOI Bill while at the Home Office and presided over the implementation team at the Ministry of Justice, said that he considered that the Freedom of Information legislation would have the most far-reaching effect on process and procedure of the public sector in the UK than any other single piece of legislation in his working life.
